Economists agree that unemployment rates will continue to be high as recovery progresses. This graph illustrates job loss rates for all major U.S. recessions since World War Two, and the historical "recovery time" for returning to pre-recession employment levels. We are going to have to make up a lot of ground to put people back to work, and the manufacturing-based job growth at big corporations that speeded recovery in the past is not likely to happen in this economy.
